When would you want to know about your destination's records: before you buy a ticket at a travel agency. Discovering unpleasant facts while in that respective country is not a good idea.

 

While in that country, when is it good to report a bad incident: right after it happened. If you find anything specific about the location or the people, or you happen to be in a location where a crime or misdemenor took place or is about to, then it would be good to report to your local embassy.
